The best Evony Development General combination for rally joining is Theodora and Nathanael Greene. This will offer a 54% double drop rate, with a 25% reduction in stamina. Generals like Aethelflaed and Caesar yield a larger double drop rate, but they rely on Specialties to do so, which is not practical as a rally joining General as you need 5-6 copies.
