As explained in this Evony Market Guide, The Market gives you access to resource taxation, the Black Market, and the Auction House.
As you upgrade the Market, the quality of items available in the Black Market improves. Higher levels also increase the amount of resources you can collect through taxes and the number of free tax collections available each day.
The Market becomes available at Keep Level 6.
It is also an important prerequisite for upgrading the Embassy, as certain Embassy levels require the Market to be upgraded first.
Evony Market Guide Menu (Availability during upgrade, Unlock conditions)
All Market features remain available while the building is being upgraded.
The Tax menu allows you to collect resources several times per day. A limited number of collections are free, while additional collections require Gems. The available collections reset daily.
The Auction House is only available during certain event periods and allows players to bid on various items and rewards.
The Black Market unlocks at Market Level 11. It offers a rotating selection of items that can be purchased using resources or Gems, with better items becoming available as the Market level increases.
The Duty feature unlocks at Market Level 24, allowing you to assign a Duty Officer for additional bonuses.

The first major milestone is Level 11, which unlocks the Black Market.
At Level 24, the Market unlocks the Duty Officer feature.
Evony Market Guide Upgrade requirements (resources, etc.)
Upgrading the Market requires increasing amounts of resources and construction time as its level rises.
Keep in mind that the displayed Construction Time depends on your current Construction Speed bonuses, so actual upgrade times may vary between players.
You can check your Construction Speed under the Administration section of the Monarch Details screen.

Duty Officer
The Market Duty Officer feature unlocks at Market Level 24.
Assigning a Duty Officer increases the amount of resources gained from Tax collection.
Any general who meets the Duty Officer requirements can be assigned if you only want the standard Market bonus. However, generals with Market-specific skills provide additional benefits.
Yolande of Aragon is one of the best choices, with Michael VIII as another strong option. Their skills can also increase the Attack, Defense, and HP of Ground and Mounted Troops.s
Keep in mind that a general must meet certain level, star, and attribute requirements before they can be assigned as a Duty Officer.
