The King’s Party Cake event happens every main event (so twice a month), and lasts for usually ~10 days. During this event, purchasing gems will increase experience of the cake, and rewards are given at each level threshold. These rewards are extremely powerful and include civilization equipment, generals, and castle decorations. The rewards vary from event to event, and more information can be found in game during ongoing events.
The cumulative costs for each level of the cake can be found below:

As you can see, the cost of reaching a level 10 cake is 2,000$ – although the rewards is immense, so if you have the money to coin I suggest waiting and doing so during this event.
