The Triumphal Arch provides various buffs that become stronger as the building is upgraded.
Construction of the Triumphal Arch becomes available at Keep Level 38.
To upgrade your Keep to Level 39, you must first build the Triumphal Arch to Level 1.
Further Triumphal Arch upgrades also require you to raise the level of your Art Hall.

Menu (Availability during upgrade, Unlock conditions)
All Triumphal Arch menu features remain available while the building is being upgraded.
There are no additional menu unlock requirements. These features become available once you reach Keep Level 38, even if the Triumphal Arch itself has not yet been upgraded to Level 1.
The Glory Achievement section displays several Battlefield records, including your highest score in a single Battle of Gaugamela, highest score in a single Battle of Constantinople, and highest ranking achieved in the All-Star Battlefield.
The Monarch Battle Logs section allows you to review different battle records, including logs filtered to your own battles and team results from the Battle of Constantinople and Battle of Gaugamela.
Upgrade requirements (resources, etc.)
Upgrading the Triumphal Arch requires increasing amounts of resources and construction time as its level rises.
The displayed Construction Time depends on your current Construction Speed bonuses, so the actual upgrade time may vary between players.
You can check your Construction Speed under the Administration section of the Monarch Details screen.
